A proud alumna of IIUM, Professor Muneeza earned her Bachelor of Laws (LL.B.) from the Ahmad Ibrahim Kulliyyah of Laws (AIKOL) in 2009, followed by a Master of Laws (LL.M.) in Banking Law in 2010, before completing her Doctor of Philosophy (Ph.D.) at IIUM in 2013. Her academic journey at IIUM laid the foundation for a distinguished career spanning academia, public service, regulation, and international leadership, reflecting the University's commitment to nurturing graduates who combine intellectual excellence with ethical leadership and service to humanity.
An internationally acclaimed scholar, regulator, legal expert, and pioneer in Islamic finance, Professor Muneeza has dedicated more than two decades to advancing Islamic finance, Shariah governance, Islamic social finance, and sustainable finance. Widely recognised as one of the principal architects of the modern Islamic finance ecosystem in the Maldives, she has played a transformative role in developing the country's legal, regulatory, institutional, and Shariah governance framework for Islamic finance.
Among her landmark achievements are the establishment of the Maldives' Islamic capital market, the development of the regulatory framework for sukuk and Islamic securities, and the structuring of the Maldives' first corporate sukuk and first private sovereign sukuk. From 2011 to 2022, she served as Chairman of the Apex Shariah Advisory Council of the Capital Market Development Authority (CMDA), the highest Shariah advisory body for the Maldives' capital market. As one of the very few women globally to chair a national apex Shariah advisory council, she provided strategic leadership that shaped the development and governance of the country's Islamic capital market. She also pioneered the structuring of the Maldives' first Government Islamic Treasury instruments for the Maldives Monetary Authority, establishing the country's inaugural Shariah-compliant liquidity management framework. In addition, she designed the Shariah-compliant financing products for Faseyha Madhadhu, the Maldives' first national Islamic microfinance scheme, thereby promoting financial inclusion through Islamic finance. She further facilitated the establishment of numerous Islamic financial institutions and Islamic banking windows, while championing Islamic finance education, public awareness, and capacity building. These pioneering initiatives laid the foundation for a sustainable Islamic financial system that continues to support the country's economic development and has become a model for emerging Islamic finance jurisdictions.
Her contributions extend far beyond financial innovation. Professor Muneeza played a pivotal role in establishing the Maldives Centre for Islamic Finance and founded the Maldives Hajj Corporation by introducing the country's first national Hajj pilgrimage fund, inspired by Malaysia's successful Tabung Haji model. As the founding Chairman of the Corporation, she spearheaded the development of a sustainable Shariah-compliant Hajj savings and management framework that fundamentally transformed Hajj fund administration in the Maldives. In addition, she advanced national policies on zakat, waqf, halal certification, and Islamic higher education, helping to position the Maldives as an emerging Islamic finance hub in South Asia. As the first woman appointed as Deputy Minister of Islamic Affairs, and later as Deputy Minister of Finance and Treasury, she successfully integrated Islamic finance into the country's broader economic development agenda while strengthening governance, institutional capacity, and public policy.
Her influence extends well beyond the Maldives. Through advisory work, policy development, executive training, keynote addresses, research collaborations, and technical assistance, Professor Muneeza has contributed to the advancement of Islamic finance across Asia, the Middle East, and Africa. She has advised governments, central banks, capital market regulators, financial institutions, and international organisations on Islamic banking legislation, sukuk, Islamic capital markets, Shariah governance, Islamic social finance, and sustainable finance. Her expertise has supported legal and regulatory reforms, institutional capacity building, and leadership development in both established and emerging Islamic finance jurisdictions.
